Mr. KATKO. Mr. Speaker, I yield myself such time as I may consume. Mr. Speaker, today I rise in support of H.R. 2281, the Border Enforcement Security Task Force Reauthorization Act of 2017. Mr. Speaker, we are living in unprecedented times. A quick glance of recent headlines shows that our Nation is suffering from the largest heroin epidemic in the history of the United States. In fact, just last week, Bloomberg Businessweek reported that heroin has become so pervasive in our cities and so profitable for the cartels that supply it that even our local law enforcement officers are disheartened and admit that sporadic street-level arrests seem to have little to no effect.
