Mr. HASTINGS. Mr. Speaker, I yield myself such time as I may consume. Mr. Speaker, President Trump's xenophobic executive order banning Syrian refugees and suspending emigration from certain countries is driven by fear. It demonstrates a callous indifference to human suffering; it ignores the Constitution; and it will not only tarnish our image abroad, but harm our national security. If we defeat the previous question, I will offer an amendment to the rule to bring up my good friend Representative Lofgren's bill to overturn and defund this dangerous executive order. Let me be abundantly clear for people watching this debate.
