Mr. Speaker. yesterday the U.S. House of Representatives was represented at the Supreme Court during oral arguments for United States v. Texas. the challenge by 25 States to the Presidents illegal executive action on illegal aliens. Article I of the Constitution is clear: only Congress can write laws. Sadly. the President has overstepped his authority by acting alone after repeatedly saying that he did not have the authority he claimed. I was grateful to vote in favor of the resolution. which authorized Speaker PAUL RYAN to file a brief in the Supreme Court. the first by the House as a whole.
