I thank the gentleman from Florida. Mr. Speaker. the Obama administration somehow missed the class in civics about separation of powers. checks and balances. and so many other issues from our Constitution. Thankfully. the Supreme Court can offer some remedial education when it decides the case United States v. Texas. The facts of the case are simple. The Presidents executive action on immigration is downright illegal. He bypassed Congress. even though the Constitution explicitly states that the legislative branch has the power to establish a uniform rule of naturalization. This administration uses the excuse of prosecutorial discretion. As a prosecutor for 25 years.
