Madam President. I would like to speak on an amendment I have submitted that will ensure the implementation of what is already required by statute: a biometric exit system for the United States. The law has required a biometricthat means a fingerprint. as opposed to biographic. which is name and birth datesystem that allows us to know who is coming into this country on a visa and whether they left when they were supposed to leave. It is absolutely critical to the safety of the United States. It is something the 9111 Commission recommended as a high priority. Ten years later. when they did their Review Commission report to see how their recommendations had been carried out. they noted that one of their top concerns was the failure of Congress to complete the system.
