Mr. President. there is an immigration program that is out of control and not conforming to the reason the program was put into effect in the first place. It needs to be reformed or it needs to be eliminated. So I come to the floor to talk about this immigration program known as the EB5 regional center investment program and the serious concerns I have about continuing this program without reforms. The program was just extended in the continuing resolution to keep the government funded. but I want to talk about changes that need to be made before and if it is extended again. The EB5 program was created in 1990.
