I think that is something. hopefully. we can agree on as a core principle. Unfortunately. the bill before us retreats from our promise to our Nations students. H.R. 5 would bring us back to a time with no accountability standards. where students with disabilities are swept under the rug. It would divert money from the schools and kids that need it the most. and with the Salmon amendment. it would sweep minority students. students with disabilities. new immigrant students. and lowincome students under the rug. as they were in the past. Now that they have emerged. we must ensure that they meet all the learning needs for all students. Mr.
