Amendments to specify Congress retains exclusive legislative authority and to actively prohibit foreign worker increases were blocked by the fasttrack supporters. I offered legislation that would make clear that the President couldnt alter the constitutionally exclusive power of Congress over immigration. and they refused to give us a vote. It is not in the bill. Why not? I said: Well. we are not going to change immigration law. Some administration underlings say that. They dont have the power to bind the President.
