I was recently in Mexico City with our colleague. Senator KAINE from Virginia. where we met with a number of oil and gas company representatives at the American Chamber of Commerce in Mexico City. talking about the change in the Mexican law which now will encourage private investment in developing their natural resources in Mexico. Of course. the better the Mexican economy does. the better our economy does. and the fewer people who feel as though they have to immigrate to the United States in order to provide for their family. This budget is a responsible budget. It balances in 10 years. it doesnt raise taxes. and it begins a downpayment on our national debt.
