But I know this: the Nation is better and the Congress is better when we have regular order and when we legislate the way the Constitution has ordained. Madam Speaker. we cannot abdicate our constitutional authority to recognize that we have a bicameral. bipartisan Congress with a disagreement. and what we owe to the United States Constitution is the opportunity for us to find a compromise. So I will ask you this: What if DACA provisions were removed from the DHS bill? Does that get us votes? What if we delayed the Presidents executive order until final disposition by the courts?
