Well. even King George couldnt act contrary to the laws passed by Parliament. That statement goes on: * * * I just want to repeat. Im president. Im not king. If Congress has laws on the books that says that people who are here who are not documented have to be deported. then I can exercise some flexibility in terms of where we deploy our resources . . . but theres a limit to the discretion that I can show because Im obliged to execute the law. Thats what the Executive Branch means. I cant just make the laws up by myself.
