As indicated. this bill modifies a Federal regulatory or rulemaking process by codifying many requirements included in Presidential executive orders and requiring agencies to consider numerous new criteria when issuing rules. including alternatives to any rule. We mentioned that in my earlier discussion. My amendment would simply exempt from the bills congressional approval requirement any rule promulgated by the Department of Homeland Security. As a senior member of the Committee on Homeland Security. having served previously as the ranking member of the Subcommittee on Border and Maritime Security. I am concerned about legislation that throws a monkey wrench in the footsteps of Customs and Border Protection. Border Patrol. ICE. the Coast Guard. Secret Service. and many others.
