This administration clearly decided they wanted to intentionally release these individuals in spite of the fact that we had included language in the previous Defense authorization bills requiring specific notification to Congress in advance of them doing so. In addition to simply violating that notification requirement. the administration violated the Antideficiency Act by obligating funds that were not legally available.
