If a former Nazi left the U.S. on his own before a final order of removal was issued. the law allowed him to keep receiving his Social Security benefits. As the author of the Nazi War Crimes Disclosure Act of 1998. which opened up all of the files of the CIA on the Nazis and what they were doing in the United States and in Europe.
