Unfortunately. what the Democrats have done is to take an inefficient program and compound the inefficiencies and inadequacies and block all efforts to build more accountability into the system. which we all believe is very important. Then they intend to selfexecute the fusion of this illadvised proposal with another bill that imposes massive new regulations on American job creators. Perhaps most troubling is that this bill opens the door for TAA benefits to be granted to illegal immigrants. If we look at that problem. potentially having illegal immigrants benefiting from the program. if we look at the regulatory burden which is going to impinge on those who are creating jobs. I think we have got to recognize that we have a lot of work to do on that. I believe the substitute is the best answer.
