How can anyone be anti smoking when they need the very revenue it creates to pay for the healthcare of children? In addition. in 2012. the funding for this program will all but disappear. After a 5year campaign of signing up as many middleclass children. adults and illegal immigrants as possible. program funds will be cut by 80 percent. This will cause millions of children to be dropped from their healthcare programs. or require an even more extensive funding expansion and burden on the taxpayers. While supporters of H.R. 976 claim the bill does not allow Federal payments for illegal residents. it severely weakens Federal law to leave those individuals a gaping loophole.
