We are within 18 months of finally digitizing all vital records of all States which will give us a way to end Social Security fraud. But we need to step on the accelerator. We need to see to It that respect for the laws of the United States is replete. We need to see to it that we have done the things as the Federal Government to allow our State governments to function and manage this country and manage employment and manage our aliens who come here legally. I commend Senator GRAHAM on his continuing hard work on the issue of border enforcement and enforcement of immigration laws. I urge each Member of the Senate to adopt the Graham amendment.
