Madam Speaker. we have 46 million Americans that are uninsured. of which a large number are children. I have heard individuals come up and talk about the undocumented individuals. They are not covered by this particular piece of legislation. If you live in rural America. if you live in rural Texas. you dont have access to insurance coverage. If you are not working for the government and if you are just working for a small company. you dont have access. If you make $20.000 or $40.000 a year. that is not sufficient to be able to cover your children. That is why we need a program that allows an opportunity for our young people to be able to get coverage.
