I did not support the Senatepassed bill and. unfortunately. I cannot support this version presently on the floor. The tobacco tax funding mechanism is an itresponsible way to pay for childrens health care. The increased tax is fundamentally unfair. particularly to my State and the States that surround Kentucky. It pays for a government program intended for lowincome kidsone that I support and continue to supportby raising taxes. The bill expands Its coverage to middleincome adults and some illegal immigrants in other States. It redistributes income from lowincome smokers to States with the highest per capita incomes. It could be called Robin Hood in reverse.
