They are more likely to do that when they are less worried about their families being killed as they reach across the aisle. It is hard to reach across the aisle here. The Presiding Officer and I have worked on immigration. We know how hard it is. We will keep coming back and bringing up hard issues such as Social Security and immigration until we find a solution. But imagine reaching across the aisle in Iraq where the consequence would be that your family is murdered. The better security we can bring about in terms of Iraq for the judges. the politicians. and the population as a whole. the more likely they are to do the hard things.
