The situation. which is understandable given the chaotic nature. given the conflicting motivations that are engulfing the country and producing violenceit is hard to say what is criminality. what is a politically motivated event. what is the mixture of the twobut these measures. I think from our perspective. whether they go up or down. probably do not suggest the atmosphere which most Iraqis endure. which is an atmosphere of violence. potential violence. of fear. It is an atmosphere that has caused 2 million people to be external refugees. 2 million people. roughly. to be internally displaced. It also is reflected in polling conducted within Iraq about the sense of security and the sense of the future the Iraqi people have. These numbers have been declining.
