Under what is called the McConnellBond billwhich was requested by Admiral McConnell. who modified his original proposalunder that bill. if an American citizen is caught in a communication from an alQaida target or another foreign target. then that persons participation is minimized. And if it is not foreign intelligence. that is completely dumped. Under our bill. like under the previous FISA provisions. you cannot target an American citizen or a U.S. person. including people here on green cards and here in the country. without getting a court order. That is what the FISA Court was set up to dojust to protect people in the United States. There are protections for the U.S. persons who are caught. incidentally. and they are minimized.
