If equal protection under the law means anything. it means equal access to the law. So we have a legal services program to do that. but it is only 50 percent adequate in its funding. Well. SCAAP is only 50 percent. So we all have to sacrifice here. and this is a reimbursement program to States and local governments that are incarcerating illegal aliens. It is meritorious. So is Legal Services.
