Madam President. we have spent this time wanting to get the legislation passed dealing with border security. It would have been the GrahamPryor amendment. We basically would have taken the amendment offered by the Senator from South Carolina. the first several pages of it. dealing with border security. the money part of it. My friend. the distinguished junior Senator from Texas. objects to that. That is unfortunate. He wants to add additional language to that. As I explained to him. we have had many Senators want to add language. But Senator GRAHAM. he came to us after all the changes. the suggested changes In the legislation. and he said: You take our bill as it is written.
