Pt. 13 July 11. 2007 Many estimate that Colombia has the highest number of displaced persons in the world after only Sudanup to 3 million people. According to Amnesty International. over 60 percent of these displaced persons have been forced off areas of mineral. agricultural or other economic importance. In fact. the United Nations High Commissioner for Refugees has deemed it the "greatest hidden humanitarian crisis in the world." This problem is particularly severe among AfroColombians and the indigenous. I hope that Colombian President Alvaro Uribe and the Bush administration can concentrate on this during the next phase of Plan Colombia. The Colombian governments proposal for the second phase of Plan Colombiathe Strategy for Strengthening Democracy and Social Developmentfocuses greater attention on socioeconomic aid.
