The only thing made in order in this bill is a managers amendment that will actually be selfexecuted. not considered on the floor and debated but selfexecuted if this rule in fact passes. and the amendment in the nature of a substitute that is going to be offered by the ranking member of the committee. Mr. McKEON. But other than that. all of the other amendments that were offered. Democrats and Republicans were denied an opportunity to offer any amendments. My California colleague. Mr. BILBRAY. had a thoughtful amendment dealing with the basic pilot program as it relates to illegal immigration. All it was saying was that institutions that get Federal funding are required to comply with the basic pilot program as it relates to the hiring. potential hiring of people who are in this country illegally. That amendment is not going to be able to be debated or even considered in this measure.
