I do not believe the American people understand this. I do not believe they think that is what reform is about. Of course. as I noted. illegal immigration is not going to go down but 13 percent. So I would pose this question to my colleagues: How can you call this a grand bargain"? It is more like a Faustian one. to me. Just like in 1986. there is a grant of amnesty to virtually everyone hereno illegal alien left behind. and a lack of enforcement. In fact. this amnesty will be another incentive for illegals to believe they will be given amnesty in the future once again. Indeed. no one has promised to not give amnesty again.
