And it would effectively invalidate millions of Mexican border crossing cards issued by the State Department. So it is an overreach. I would say. Mr. Chairman. It represents a draconian approach to border security. It would adversely affect the ability of U.S. citizens and workers and residents to move easily across the border. So I urge the House to reject the amendment.
