That includes the $31.9 b~illion that the gentleman cited. plus the emergency spending in that same bill. because as you well remember. we needed to address the border and immigration situation. So that was added to the bill. The spending in the 2007 bill was $34.2 billion. and we are increasing that by 7.5 percent. and then we have recently supplemented the appropriation. The 2007 spending now stands at $39 *.2 billion. and the 2008 bill is 7.5 percent less than that in nominal terms.
