There is a suggestion by a number of our colleagues who brought a plan to the floor. what is called a grand bargain or the grand compromise. This is a group of peopleselfappointed. I guesswho spent a lot of time in rooms together. with the White House accompanying them. and produced a plan they brought to the floor of the Senate and said: Here is our immigration plan. And by the way. if you try to change it. you will destroy it. Most Members of the Senate were not part of these meetings and not part of this grand compromise.
