If this legislation passes. the message it sends to about 900.000 agricultural workers. who. again. have been exploited. and to their families. is the fact that over the next 8 years. they are going to have to work and continue to work hard. They can work in agriculture. They have some opportunity to work outside agriculture too. They have to play by the rules. demonstrate they are paying their taxes. work hard and pay the fines and penalties. but they have some opportunity to move forward after all these years. get a green card. and then 5 years later move forward. So it is an enormous period of hope for all those individuals. This legislation is about dealing in a tough way with a tough problem at the border.
