We do have a problem. Mr. President. I say to my esteemed colleague. one of the most able Members of this Senate. I have in my mind a framework that I believe would work for immigration reform. A number of the things I thought were critical I was told might be in this new bill this year. But the fine print convinced me it was not there. I believe we have a problem with the American people. They want to make sure this is done in the open light of day. I am not prepared to say at this point in time that I could meet and reach an accord on the overall difficulties with this bill in a matter of hours. or even days.
