Mr. President. first of all. this is an amendment that would enable people to enter the United States and become immigrants. green card holders. and eventually citizens. who. under the current law. have no expectation of ever getting those rights because they are in categories or are from countries in which the waiting line is so long that they would never. ever be able. under existing law. to become a U.S. citizen. In addition. because it would allow several hundred thousand immigrants to come into this country who would not otherwise be legal under existing law. there are three budget points of order. and. therefore. at the conclusion of these remarks. I will be making a budget point of order. I hope my colleagues agree that we should not waive the budget under these circumstances.
