I am here to ask that the Members of the Senate support my amendment. because the bills stated purpose of adopting a meritbased system is that the United States will benefit from a workforce that has diverse skills. experience. and training. I happen to agree with that. However. I am simply not convinced that a history of breaking the law should contribute to this goal more than education or even experience. So my amendment simply strikes the special schedule for Z visas that allows people who have violated immigration laws eligible an additional 50 points. Z visa holders would. however. still be eligible for up to 100 points under the regular system. the exact same number as anybody else. I urge my colleagues to join me in voting for the Allard amendment. I yield the floor.
