I could go on and on with respect to the requirements. I have often said to those who claim this is amnesty. this is not amnesty. this is purgatory. You are basically taking these 12 million people and putting them in a purgatory status for a very long time before they would ultimately be eligible for a green card. That is a purgatory for a minimum of 8 years and for many as much as 12 years. The legislation that has been crafted in a bipartisan way that is before this body is legislation which is tough. it is fair. it is practical. it is realistic.
