Now. we know that amnesty is a pardon. plain and simple. a pardon for a violation of a crime. generally to a group or class of people. Blacks Law Dictionary defines it pretty close to that. It also recognizes that the 1986 bill that was the Immigration Reform Act. Immigration Reform and Control Act. IRCA. was an amnesty bill. And thats identified in Blacks Law Dictionary. But Il define amnesty as a way that I think it works a little bit better for the American people. Mr. Speaker. and that is. to grant amnesty is to pardon immigration law breakers and reward them with the objective of their crime. a pardon and a reward. So what Im talking about thats going on with this comprehensive immigration reform isnt just amnesty. but its amnesty plus a reward. And the reward is the objective of their crime. Now. some will say its amnesty if they get to keep a job because thats what they want.
