I think we are in a position to accept the McCain amendment when Senator KENNEDY returns to the floor. The thrust of the amendment offered by Senator MCCAIN. No. 1190. would provide that undocumented immigrants would have an obligation to pay Federal back taxes at the time their status is adjusted under the provisions of the bill. Mr. President.
