Sylvester Johnson. had this to say: Meeting public safety objectives is only possible when the people trust their law enforcement officials. Fear of negative consequences or reprisal will undermine this important element of successful police work. Many major cities in the United States have adopted socalled sanctuary city policies. such as Phoenix. Los Angeles. San Diego.
