Speech #1100052773

The list goes on. The question is. does this amendment add to our security. or does it make us more vulnerable to a public health crisis. more vulnerable to crime. terrorist attack. and less competitive? What we are basically doing with the Coleman amendment is saying to any teacher. any doctor. any nurse. any public official. if they believe they have probable causeand we have to understand what that means in terms of the individual. how they are going to know there is probable causethen they can test the individual that is before them to find out whether they are undocumented. whether they are legal. or whether they are an American. Lets take an example. Tuberculosis. which we have seen grow dramatically over the last 3 years for a number of different reasons 71 percent of those who have tuberculosis are foreign.
