The Secretary of Homeland Security. Michael Chertoff. has assured us. in testimony before the committee and in the extensive negotiations. that these are realistic. We have questioned Secretary Chertoff about whether it can be done within this period of time because they are conditions precedent. Until these barriers and fencing and Border Patrol agents are in place. the balance of the bill cannot go forward. That is the assurance to those who wonder if we are serious about securing our borders before going ahead with the other parts of the program. We do not want to tamper with what the Secretary has articulated.
