We should not be put in the position of ever having to do this. We said we would not do it again. After 1986. we said we were not going to ever do another amnesty again because it was so painful. It worked so poorly. All it did was encourage additional immigration. as those who opposed it in 1986 predicted. It is very interesting. I looked back at the debates. You could see who was right and who was wrong. The people said: This is going to be a onetime thing. Dont worry about it. This will end the backlog and bring people out of the shadows. and we dont have to enforce the law on these people.
