That is the fundamental principle of the trigger from the beginning. None of that language is in this bill. It does not require the Secretary of Homeland Security to certify operational control of the border. So we dont have a very great trigger. Also. it requires under the trigger 18.000 Border Patrol agents to be employednot that we hire new ones whom we plan to hire even above that but only the 18.000 who mostly are already there now. Last year. right before the election. we passed legislation that requires the construction of 700 miles of fencing. Will that fence ever get built?
