In other words. the legalization process. the Z visas that allow people to stay here. will be issued before any of these steps are actually taken. See. we want to be sure that steps are not just promised but are actually taken. paid for. and implemented. because in 1986 what happened was amnesty was givenand they did not deny calling it amnesty in 1986amnesty was given on a promise of enforcement. and they never funded the enforcement. They just never did it.
