So what I will do until the Senator from Alabama returns is mention a few other things I think are significant. This is not a new issue. This is an old issue. and the old issue goes back to many years ago. to President Theodore Roosevelt in the 1900s: Let us say to the immigrant not that we hope he will learn English. but that he has got to learn it. He has got to consider the interests of the United States or he should not stay here. He must be made to see that his opportunities in this country depend on his knowing English and ohserving American standards.
