Family will often be a tiebreaker. That will be maintained. But the paradigm of immigration will shift to a different one. It will then give the 12 million people who are here today living in the shadows an opportunity to come out of the shadows. 1 dont know how anyone can overlook the significance of that act. the fact that this country of immigrants and this country of laws will be generous enough to say to those 12 million that are here. having come illegally to our country but who have worked. as long as they pay fines. as long as they obey the law and have not gotten in trouble. and as long as they are willing to learn the English language. they can have a path forward to stay here and continue to work. If they go back to their home country. they also can apply for permanent residence and get in back of the line as any fairness would dictate. Fines. of course there will be fines.
