Today. only 20 percent of the immnigrants coming into the United States are admitted based on their skills. Canada went through a long period of discussion about this issue. They had a national discussion over some years. and the Parliament in Canada directed their government to establish a pointbased system. Canada wanted that pointbased system to ensure that 60 percent of the people who come into Canada come on a merit basis. Canada still takes those for humanitarian relief. Canada still takes other immigrants such as those with family connections. but in Canada that is much more limited than in the United States. That was their plan. They are very happy with it.
