I rise to ask my colleagues to support my amendment to H.R. 1684. which would require the Secretary to conduct a study on ways to improve the effectiveness of the Integrated Border Enforcement Team. or IET program. IBETs are already one of the borders great security success stories of the post9/ll era. The program grew out of a history of informal cooperation between American and Canadian border protection officers. In December 2001. the IBET concept was made official as part of the Smart Border Declaration signed by the United States and Canada. As a former law enforcement officer.
