Sadly what has happened. though. is we passed a law that said everyone must be identified. There are lending institutions that have found ways to get around the law and say that if somebody is able to get a phony ID from a phony government document. we will look the other way and use that to be able to open bank accounts. A lot of this discussion is specifically about illegal immigrants being able to get these documents. because you have countries such as Mexico that are willing to give documents. ID documents to individuals without any proof of who they are. Thus. the document such as the consulate card from the Republic of Mexico isnt worth the paper it is written on.
