Mr. President. I rise today to offer a bill with Senator DURBIN to restore our Nations agricultural inspection functions to the Department of Agriculture. This bill would transfer the Agricultural Quarantine Inspection ProgramAQIfrom the Department of Homeland Securitys Customs and Border Protection back to the USDAs Animal and Plant Health Inspection Service(APHIS). In 2003. as part of the Homeland Security Act. agricultural inspections at all points of entry in the United States were transferred from the USDA to DHS. Four years later. it is clear that fewer agricultural inspections are being conducted at our borders and ports. I have heard this message loud and clear from: California Secretary of Agriculture A.G.
