Well. first of all. the Federal Government has failed to enforce adequately our immigration laws. And as we got more and more illegal immigrants into the United States. it became a magnet for more and more to follow. They began to recruit in their communities. We had companies that put up billboards in Mexico encouraging people there to illegally come to the United States and apply for a job.
